The first Public Service Commission was set up in India in October, 1926. Under the provisions of the Government of India Act 1935, the Public Service Commission at the Centre became the Federal Public Service Commission and Commissions were also set up for Provinces. With the inauguration of the Republic in January 1950 the Federal Public Service Commission became the Union Public Service Commission. The Union and the State Public Service Commissions were set up as autonomous bodies entrusted with the task of conducting examinations and recruitment  and advising the Government on all matters concerning the civil servants. Dr. Rajendra Prasad in his valedictory address to the Constituent Assembly on November 26, 1949 stated :

 

Our Constitution has devised certain independent agencies to deal with particular matters. Thus it has provided for Public Service Commissions both for the Union  and  for  the  States and  place such Commissions on an independent footing so that they may discharge their duties  without  being  influenced by the Executive. One  of the  things  against which  we  have  to  guard  is  that  there should be no room as far as it is humanly possible for jobbery, nepotism  and  favouritism. I think the provisions which we have introduced into our Constitution will be very helpful in this direction.

 

To commemorate the past achievements and to discuss in a purposeful manner the steps to be taken to ensure objective and speedy selections and at the same time meet the aspirations of the large number of educated young men, a conference of Chairman of Public Service Commissions was held on November 15 and 16, 1976. The basic policy of the Public Service Commissions in making selections of candidates for appointment to various posts is one of impartiality and objectivity, ensuring equal opportunity to all citizens to compete for the selections.

 

The Indian Posts & Telegraphs Department is privileged to issue a commemorative stamp on Union Public Service Commission.
